He suggested that legislation should be made to standardize the age-appropriate management of online game companies, establish an examination and approval system for the issuance of online games, and focus on the examination and approval of online games marked as suitable for minors.

Nie Pengju believes that due to the needs of minors for learning and entertainment, as well as the influence of the external environment, the phenomenon of contacting the Internet is very common. In addition, the vast majority of minors can play online games, and many people indulge in them, which seriously affects their physical and mental health and growth, and is extremely detrimental to their learning and the formation of a correct outlook on life. Therefore, minors should be protected from the negative effects of bad networks and games while ensuring their reasonable use of the Internet.

Nie Pengju said that due to the lack of legal norms for the network management of minors and the lack of supervision and enforcement, at the level of legislation and regulation, he suggested that legislation should be made to regulate the management of online game manufacturers as soon as possible for minors' online games, including game content, issuance compliance review, age-appropriate management, real-name system and face authentication, hierarchical qualification management, time management, payment management, industry supervision, etc, restrictions and controls on online games for minors.

At the same time, he suggested the establishment of an online game distribution approval system to approve the key points of online games that are suitable for minors. Minors' online games must meet the requirements of relevant laws and regulations. Other online games should avoid opening up to minors under the real name system and face authentication mechanism.

In addition, for minors' online games, he suggested establishing and improving the network supervision mechanism to inspect and assess minors' online game manufacturers and online games. At the national level, a department is required to take the lead in centralized management. The supervision includes game review, release, qualification certification, online game time and time monitoring, payment management, etc. Internet operators, website operators, information distribution channels (communication operators) for hierarchical management, clear responsibilities and requirements. The state can guide and support the establishment of network platforms such as special websites and applications (including learning and entertainment, etc.) for minors, and support the development of protection software for minors (such as real-name system and face authentication, etc.).
