In Nie Pengju's view, at present, the competition faced by Chinese enterprises is further intensified. While adhering to the spirit of craftsmanship, enterprises should increase investment in innovation and R & D to improve their core competitiveness in the international market. They should not stay in the extensive development stage of relying on cost and price competition.
With regard to increasing support for the motor industry, Nie Pengju suggested encouraging enterprises to increase investment in research and development and make special cash subsidies, especially in cutting-edge basic technologies, control algorithms and materials. Guide enterprises to carry out technological transformation and provide financial support and green credit services, so that enterprises gradually transform to automation, digitalization and intelligent manufacturing; Encourage enterprises to develop high-efficiency and energy-saving motors and provide tax rebate subsidies.
With regard to the industrial ecology of the motor industry, Nie Pengju suggested that a coordinated development mechanism of "government, industry, university, research and application" should be established, that is, the government should set up special guidance funds and incentive policies for the motor industry, enterprises should assume the responsibility of product marketization, institutions of higher learning and research institutes should set up special research groups to specialize in technical problems, and end users should provide product demand information to enterprises. Finally form an industrial ecosystem with positive circulation and self-hematopoietic function.
"Accelerate the transformation and upgrading to the fields of robotics, industrial automation and artificial intelligence, and gradually lay out IC chip design and industrial Internet platforms." Talking about the development direction of Kolil, Nie Pengju said that in the first year of the 14th Five-Year Plan, the company will continue to promote the talent development strategy, increase investment in talents and research and development, concentrate on the research and development of cutting-edge technologies of motors and drive control systems, further optimize the performance of V6 servo systems, make breakthroughs in the "stuck neck" core technology of high-end servo systems, and realize import substitution.
Concerned about a series of livelihood issues
"As a deputy to the National People's Congress, I am both proud and deeply responsible." In order to perform his duties as a deputy to the National People's Congress, Nie Pengju conducted serious investigations, extensively listened to the opinions of the people, and made full preparations. "I have prepared 18 suggestions, mainly focusing on education, rural areas, medical care, securities and industry development."
In terms of education, Nie Pengju suggested reducing the burden on primary school students and parents, increasing the number of degrees in compulsory education, solving the problem of college entrance examinations for children of migrant workers in different places, and improving rural education infrastructure; in terms of medical care, he suggested speeding up the realization of cross-regional settlement of national medical insurance, standardizing the packaging of minimum sales units of prescription drugs, and strengthening the construction of rural medical teams and facilities; in terms of securities, he suggested adjusting the personal income tax on equity incentives, comprehensively promoting the second type of restricted stocks, and including supervisors and external consultants in the scope of equity incentives.
In addition, Nie Pengju suggested strengthening old-age services for the elderly in rural areas and alleviating the aging of the rural labor force.
