Nie Pengju, representative of the National People's Congress and the chairman of Keli Motor Group Co., Ltd., said in an  interview with Shanghai Securities News recently that he had prepared eight proposals for the two sessions (NPC and CPCC), three of which are related to industry, including strengthening industrial support for core components of industrial robots, reducing enterprise income tax, setup "China Entrepreneur Day" to enhance entrepreneurship, etc.

Nie Pengju's concept of performing duties as a representative of the National People's Congress is to "make contribution based on posts and serve the community with a clear responsibility".In his view, representative of the National People's Congress should make full use of their industry background and professional knowledge, conduct more research and thinking, actively make  suggestions for the economic and social development of the country, and convey the voice of the people.

Industrial robots are promising

"With the continuous development of our country's social economy, manufacturing labor costs are rising rapidly, and enterprises are in urgent need of transformation and upgrading. Industrial robots will become an important way for the intelligent transformation of manufacturing." Talking about the current status of domestic manufacturing, Nie Pengju said.

"In the global industrial robot market, domestic companies only account for about 30% of the market, mainly in low-end products, and about 70% of the mid-to-high-end market is mainly occupied by the four major leaders, such as KUKA, ABB, Fanaco and Yaskawa. Nie Pengju said frankly, compared with the developed countries in Japan, Europe and America, China's industrial robot industry has many problems, such as weak independent innovation ability, lack of core talents and severe subordination of core components to others.

According to his introduction, controllers (control systems), servo systems (motors, drives, encoders) and precision reducers are the three most technically difficult core components in industrial robots, which account for about 70% of the cost of industrial robots.

"Core talents and key technologies are the biggest bottlenecks restricting the development of China's industrial robots." Nie Pengju said that these three core components have high investment, long cycle, slow effect, and relatively high threshold. The average enterprise cannot be bigger and stronger in the industry. Most of them are listed companies.The key to improving the R&D and manufacturing level of domestic robots is precisely to improve the technology and quality of the three core components.

Breakthrough of core technology is the "Key"

Nie Peng's suggestion about the state's support for the core parts industry of industrial robots is precisely due to his personal experience of leading Keli to develop high-performance servo systems and achieve breakthroughs.

"It is recommended that the state focus on supporting and cultivating the three core industrial components of industrial robots, benchmarking innovative enterprises, and promoting the development of the industry towards the mid-to-high end, so that the product technology and quality standards meet or exceed international advanced levels." Nie Pengju wrote in the proposal.

“The biggest difficulty in developing a high-performance servo system is to form an R&D team.”Nie Pengju said that, for Keli, mastering the core "Heart" of various robots and precision equipment and breaking the monopoly of foreign technology is a choice full of hardships but no escape route. Keli began to develop servo motors in the second half of 2015. However, because the key components such as encoders and drivers that are equipped with servo motors are from abroad, many places are subject to others.

In 2019, Nie Pengju repositioned the direction of R&D and determined to develop the latest generation of high-performance servo systems integrating servo motors, encoders and drives. To this end, Nie Pengju and the Human Resources Department managed to introduce a group of high-quality R&D personnel. In May of that year, they formally established a R&D team and invested heavily in building the top domestic laboratory.

Among the proposals submitted by the two sessions (NPC and CPCC), Nie Pengju proposed to support the development of core innovative talents and key technology R&D of competitive enterprises. Such as supporting enterprises to collaborate with colleges and vocational schools to train targeted and high-quality industrial talents; cooperating with universities and research institutes to build R&D centers, aiming at the international frontier and the actual development of the industry, joint research and development.

In terms of increasing capital and policy support, he suggested giving full play to the strength of the capital market, such as supporting advantageous enterprises, venture capital institutions, scientific research institutes and other establishment of innovation funds or industrial venture capital funds, and encouraging the promotion of innovative companies to be listed on the science and technology board. “National industry associations and technical standards associations can be established to increase the foundation and prospective research of software and hardware technologies and applications.”, Nie Pengju said.

Proposed establishment of "Entrepreneur Day"

"The 'Craftsman’s Spirit' is the essence of entrepreneurial spirit, and this spirit has a new connotation in the context of the new era." Nie Pengju suggested that November 1st be established as "Entrepreneur Day" to promote entrepreneurship.

In his view, the most important point of entrepreneurship is the spirit of patriotism and the struggle for national brands; The second is the spirit of being responsible for the enterprise, providing shareholders and employees with both material and spiritual satisfaction on the basis of profitability. At the same time, we must have a persistent spirit and continue to work hard based on this industry; in addition, when the enterprise grows to a certain stage, we must give back to the society.

"In recent years, the country has vigorously promoted the reform of government agencies, simplified administration and decentralization, and built a new relationship of "Close" and "Clear" political and commercial relations. The business environment of enterprises has improved a lot. Nie Pengju believes that against such a large background, high precision is the direction of Chinese enterprises.

With nearly 30 years of research and development and manufacturing experience in the motor industry, Keli has its own core technology and is leading the domestic market in the subdivision of the motor industry of home appliance.But when it comes to the future, Nie pengju still calls it "just getting started."

"In the motion control motor industry, we have not entered for a long time and are still in the stage of rapid growth and development." Nie Pengju said. Keli has successfully developed a new generation of high-performance servo systems that have reached the level of Japanese and European companies in terms of performance, successfully breaking the monopoly of foreign companies in the high-end market.

According to his introduction,Keli Motor’s products have been extended from the field of smart home appliance to industrial robot, 3D printer, ATM, intelligent security, 5G base station, 3C smart phones, etc. The company has also established the divisional system internally, which uses the "horse racing mechanism" to continuously develop new products.
