In recent years, the problem of minors’ addiction to online games has attracted much attention. During the NPC and CPPCC sessions of this year, Nie Pengju, the representative of the National People's Congress, and the chairman of Hunan Keli Motor Group Co., Ltd., brought his suggestion on controlling minors' addiction to online games. He suggested that legislation should be made to regulate the age-appropriate management of online game companies, establish an online game distribution approval system, and focus on the approval of online games that are marked as suitable for minors.
Nie Pengju believes that the phenomenon of exposure to the Internet is very common due to the needs of minors for study and entertainment, as well as the influence of the external environment. In addition, the vast majority of minors are prone to play online games, and many of them are addicted to it, which seriously affects their physical and mental health, as well as their growth and development, which is also extremely unfavorable to their learning and the formation of a correct outlook on life. Therefore, while ensuring the reasonable use of the Internet by minors, they should be protected from the negative effects of bad networks and games.
Due to the lack of legal regulations on the network management of minors and insufficient implementation of supervision, at the level of legislative regulation, Nie Pengju suggested that for online games for minors, legislation and management of online game manufacturers should be established as soon as possible, including game content and release compliance review, age-appropriate management, real-name system and face authentication, hierarchical qualification management, time period management, payment management, industry supervision, etc. to restrict and control the online games of minors.
At the same time, he suggested establishing an online game release approval system to focus on review and approve online games indicate that they are suitable for minors. Minor online games must meet the requirements of relevant laws and regulations. Other online games should avoid opens to minors under the real-name system and face authentication mechanism.
In addition, he proposed to establish and improve the network supervision mechanism for minors’ online games to check and assess the online game manufacturers and online games of minors.
